Leading the way in modernizing City of Toronto services via strategic investment, digital transformation and IT systems management, our Technology Services Division partners and collaborates with all City divisions (some with their own in-house IT teams), to deliver innovative IT business solutions and a secure, reliable IT infrastructure in support of City programs and services. As a Business Transformation Consultant within our Architecture & Portfolio Delivery Section, you’ll play a key role in the design and development of innovative business and technology solutions to support the modernization and transformation of City services.
Reporting to the Project Director and applying your business analysis knowledge and skills supporting large organizations, you’ll work with business and technology experts in leading analysis, process design, business analysis and requirements management, and supporting the delivery of business technology implementation. This will include preparing business cases, project charters, concept documentation, project plans and related materials that contribute to City initiatives and the effective use of Technology assets and services that will lead to service efficiencies and optimization of resources.
Having managed projects from the planning phase through to post-implementation support, you’re well prepared to document and analyze business processes, business requirements, input costs and output levels, and conduct workflow analysis and business process modelling. You’ll also ensure full documentation, including requirements definitions, cost estimations, environmental scans, process models and technology roadmaps in support of all stages (Concept, Definition, Planning, Execution, and Closing) of a project or initiative. Focused on quality and measurable results, you‘ll conduct analyses to measure the effectiveness of technology solutions and service delivery methods and processes.
As the go-to expert on business transformation, stakeholders will rely on you to recommend changes in business methods and processes, including appropriate staffing levels, resource allocation, and alternate service delivery options, as well as evaluate and recommend alternative methods of delivering technology solutions. We’ll also rely on you to design or modify business processes in accordance with the Business Process Model and Notation (BPMN) standard, and to design or modify technology solutions for administering the delivery of service and tracking the cost and effectiveness of service delivery.
The future is your ultimate goal as you conduct research into your assigned area, taking into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government, and conduct studies on the feasibility of integrating technology and processes to deliver a range of support services. Both strategically minded and results-oriented, you’ll identify, analyze, rationalize and optimize business processes, inputs and outputs at a detailed level by interviewing stakeholders and facilitating business process review/re-engineering sessions. Working with divisional business representatives, you’ll research and analyze opportunities to employ emerging technologies and/or process redesign to effectively deliver City services and identify potential technology business integration opportunities through knowledge of industry trends and related divisional technology projects.

Through such a background, you have developed your presentation and facilitation skills, together with the ability to apply those skills using a wide range of media with numerous stakeholders, including clients, senior management and other third-party stakeholders. Highly organized, you enjoy working with minimal supervision and are adept at handling multiple tasks and projects concurrently while consistently meeting deadlines. You are equally known for your superior analytical, interpersonal and problem-solving skills, and your strengths in negotiation, mediation and conflict resolution, enabling you to influence results. Familiarity with municipal government legislation will also prove invaluable in this role.
Salary Range: $89,871.60 - $105,578.20 per year (2022 rates)
